Air Force experts say that the bomber fleet has been underinvested since the 1990s, and hence, the delay in the B-1 fleet is impacting existing and future Air Force operations. Similarly, it has taken the government and the agencies too long to begin the B-21 program, a proper replacement for the aging bombers. As a result, the existing B-52s are called to shoulder the burden while replacement bombers catch up.
